Abstract:	Introduction: The crisis triggered by the new coronavirus since 2019 has affected the world population with unprecedented impacts in the last hundred years. In addition to the cases of illness and death caused by COVID-19, the Pandemic has generated social and economic impacts that are still difficult to measure. As stated by health authorities and the scientific community around the world, the effects of the Pandemic affect different population groups differently, with more severe effects among the most vulnerable. People with disabilities currently number over 1.2 billion people, 15% of the world's population, and are among the most vulnerable population groups to the impacts of the Pandemic along with the elderly. Recent studies have shown that people with disabilities have higher rates of infection, severe forms, and death from COVID 19 than people without disabilities, especially those with intellectual disabilities. Coping measures such as restricted community participation and social isolation have imposed even more barriers to access to social goods, including health services, with impacts on the physical and mental health of this group. Since the beginning of the health crisis, multilateral organizations and representatives of people with disabilities have addressed the issue and developed guidelines and directives to be implemented by governments around the world in order to promote the participation and protection of people with disabilities in measures to cope with the crisis. Objective: This thesis aimed to understand the experience of people with disabilities in the COVID-19 pandemic, in terms of their participation, protection and access to health services. To identify their vulnerabilities in terms of exposure to the risk of infection and care needs. Methods: We adopted mixed methods combining qualitative and quantitative techniques, which produced evidence that enabled the application of its results, also configuring it as Translational Research. Results: With the publication of two scientific articles in a documentary, we demonstrated that people with disabilities were not considered in the response to the crisis, there was an increase in their vulnerabilities, greater exposure to the virus and barriers to accessing health services. Conclusion: The confrontation by the Brazilian State and the consequences of the pandemic have constituted and contributed to reinforcing the Systematic Invisibility of people with disabilities.
