Abstract:	The aim of this PhD thesis’ research was to identify and analyze the information needs during the process of assessing students in undergraduate distance courses, offered through Virtual Learning Environments (VLEs), from the perspective of the information user: the online teacher / tutor. The research followed the conception of qualitative research and it was exploratory, descriptive and methodological and based on bibliographic, documentary and field research processes, with the use of instruments and procedures related to the semi-structured interviews with open questions, unstructured interviews and unstructured observation. PhD professors and researchers in Distance Education, with extensive academic background, experience and expertise in higher education and/or assessment process and extensive scientific production in Brazil and Europe, were interviewed to understand the focus of the research. Other actors of distance education (course coordinators, instructional designer, among others) that work in European universities also were interviewed to understand the context of distance education in each institution and on the continent. The sample was not probabilistic, using the convenience criteria. Eleven interviews with European and Brazilian experts were used for detailed data processing. We used Qualitative Content Analysis process and techniques, with the support of Nvivo 10 and Freemind Software to perform, respectively, the processing of interviews and the development and organization of content analysis categories and indicators. Among the findings: teachers' information needs in student assessment processes transcend mere technological vision; the methodological aspects, the initial and continuing teachers education processes comply role of centrality; guarding the exceptions, the distance education process still has a predominance of industrial model and the assessment is summative and for examination purpose or only for validation of learning resources and objects produced for distance education; the information needs of online teachers/tutors are not properly considered by institutions, that do not leverage the potential of this professional to improve the courses and assessment processes; the fast trainings, little recognition and the precariousness of online teaching activity is a challenge for proposal of more emancipatory, processual, continuous, diagnostic and formative assessment.
