Abstract: Introduction: The study described the Method to Evaluate Potential Risk in Hemotherapy Services (MEPRHS - MARPSH, in Portuguese) applied by the Brazilian National System Health Surveillance (NSHS). To fulfill its mission of management of health risks, it uses evaluative and legal tools, incorporating scientific and social practices. The constant action of health surveillance becomes increasingly evident, both to induce improvements in quality and safety of products and services, and to maintain the gains achieved. Objective: The aim of this study was to describe the MARPSH and the results of the evaluation of Hemotherapy Services (HS) by inspections with this tool in 2011 and 2012. Methods: A descriptive exploratory study was conducted describing the construction process of the MARPSH and analyzing some results of the inspections using it. Results: By its alert signs, the MARPSH evaluates the potential risks within transfusion services; hence it is a qualitative and quantitative mechanism of diagnosis of the main problems that affect the HS. The instrument allows the identification of potential risks by mapping the services’ adherence to the criteria of control; besides, it guides the decision process as a tool for the proactive management of risk. In the 560 (out of 2014 HS = 28%) HS assessed both in 2011 and 2012, around 70% were in a favorable situation, classified as services of low or medium-low risk, and 13% were high or medium-high risk. The main problems identified were related to quality management and human resources. There was a slight improvement in these services, between these two years, detected by the MARPSH. Conclusion: The MARPSH showed itself as a useful tool for the systematic regulatory process of blood in Brazil. The representation of potential risks in each procedure of the HS inspected is useful both for the decision making process at the HS site, and to plan and redirect national actions, priorities, projects, programs and policies.
