Resumo: O Distrito Federal apresenta uma estrutura urbana marcada pela forte centralização funcional no Plano Piloto, que concentra parcela significativa dos postos de trabalho e dos serviços especializados, produzindo intensos deslocamentos pendulares cotidianos a partir das demais Regiões Administrativas. Essa condição reforça desigualdades socioespaciais e evidencia limites históricos das estratégias de descentralização adotadas nos instrumentos de planejamento territorial. Entre essas estratégias, destacam-se os Polos Multifuncionais (PM), previstos no Plano Diretor de Ordenamento Territorial (PDOT) de 2009 como instrumento de indução de novas centralidades fora do centro principal. Apesar de sua previsão legal, os PM não foram implementados e o próprio processo de revisão do plano diretor recoloca em debate seus fundamentos, critérios locacionais e pertinência contemporânea. Esta dissertação analisa criticamente a localização dos Polos Multifuncionais à luz da configuração urbana do Distrito Federal, buscando responder quais localizações seriam tecnicamente mais adequadas para uma estratégia de descentralização no contexto atual. Parte-se da hipótese de que, embora os critérios originais do PDOT/2009 fossem coerentes à época, as transformações territoriais ocorridas nas últimas décadas alteraram as condições configuracionais do sistema urbano. A pesquisa adota como referencial teórico-metodológico a Teoria da Lógica Social do Espaço (Sintaxe Espacial ou SE), realizando análise configuracional da rede de caminhos do Distrito Federal em escala global e local. São examinadas variáveis geométricas e topológicas capazes de revelar padrões de integração, hierarquia e potencial de movimento, comparando-se o cenário correspondente ao período de formulação da estratégia com a estrutura urbana contemporânea. Os resultados permitem avaliar a aderência das localizações previstas à lógica configuracional do território, discutir seus limites estruturais e institucionais e oferecer subsídios técnicos ao debate sobre descentralização, centralidades e mobilidade no Distrito Federal. Ao articular planejamento urbano e análise configuracional, a pesquisa contribui para a compreensão crítica dos instrumentos de ordenamento territorial e de suas possibilidades efetivas de indução de novas centralidades.
Abstract: The Distrito Federal presents an urban structure characterized by strong functional centralization in the Plano Piloto, which concentrates a significant share of jobs and specialized services, generating intense daily commuting flows from other Administrative Regions. This condition reinforces sociospatial inequalities and highlights the historical limitations of decentralization strategies adopted in territorial planning instruments. Among these initiatives, notable examples include the Multifunctional Poles proposed in the 2009 Master Plan (PDOT/2009) and the Productive Development Areas established in the Ecological-Economic Zoning of the Distrito Federal (ZEE-DF/2019), both conceived as instruments to induce new centralities outside the main center. Despite their legal provision, these strategies have not been implemented, and the recently concluded revision process of the master plan has reopened the debate regarding their underlying assumptions, locational criteria, and contemporary relevance. This dissertation engages with this context by seeking to understand how the spatial configuration of Brasília can contribute to identifying more suitable locations for the implementation of decentralization strategies and the formation of urban centralities. The research adopts the Social Logic of Space theory (Spatial Syntax) as its theoretical and methodological framework, conducting a configurational analysis of the Distrito Federal’s street network at both global and local scales. Geometric and topological variables are examined to reveal patterns of integration, hierarchy, and movement potential, comparing the scenario corresponding to the period in which the strategies were formulated with the contemporary urban structure. The diachronic analysis (2015–2025) reveals structural stability of the system's central configurational core, indicating that the recent expansion of the network resulted from a process of infill (without necessarily increasing connections) and the filigreeing of the fabric. In turn, the contemporary configurational analysis points to the consolidation of the western vector (Taguatinga-Ceilândia axis) as a robust local linear centrality. Based on a relational reading of the territory, five emerging territorial patterns are identified in the street network: leylines, gates, towns, pathways, and caves. This morphological typology translates the sociospatial behavior of the urban fabric into tangible syntactic properties, proving crucial to demonstrate how the hidden configurational logic of the street network conditions, validates, or subverts the effectiveness of centralities proposed by formal planning. The discussion on the effectiveness of the Multifunctional Poles highlights their low structural adherence; predominantly located in peripheral urban voids, most PMs exhibit the morphological properties of "gates" (transition thresholds) rather than poles of convergence, demonstrating that proximity to planned transportation infrastructure, in isolation, is insufficient to forge vibrant centralities. Finally, the study consolidates Spatial Syntax as a critical tool for evaluating urban policy instruments, demonstrating that spatial configuration precedes and conditions the effectiveness of normative guidelines. The configurational findings validate the conceptual shift that occurred in the recent master plan revision (PDOT/2026), which migrates from the programmatic imposition of isolated poles in voids toward an articulated and hierarchical system of centralities and subcentralities based on preexisting sociospatial dynamics. These results allow for an assessment of the degree of alignment between the proposed locations and the configurational logic of the territory, as well as a discussion of their structural and institutional limitations. Furthermore, the study provides technical support for the ongoing debate on decentralization, urban centralities, and mobility in the Distrito Federal. By articulating urban planning and configurational analysis, this research contributes to a critical understanding of territorial planning instruments and their effective potential to induce new centralities.
