Abstract:	The main objective of this doctoral thesis was to analyse the institutionalisation of sustainable public procurement with circular ends in Brazil, through the lens of institutional change. This study addresses a gap by integrating the debate on sustainable public procurement and circularity with the framework of Institutional Theory and Institutional Change. The methodology employed was applied, qualitative, exploratory, and descriptive, combining an integrative literature review with the collection of empirical data through interviews and questionnaires applied to fifteen public procurement specialists within the Federal Public Administration – FPA. Data analysis was performed using Content Analysis. The results show that the inclusion of sustainable criteria with circular ends in the FPA is an asymmetrical and phased process. The analysis indicates that the policy is currently in the third stage of institutional change, pre-institutionalisation, driven by a top-down movement and the reinforcement of the legal framework. Law nº 14.133/2021 and the explicit inclusion of the object life cycle as a criterion for the most advantageous proposal act as a binding external pressure, reinforcing the change. However, the research highlights a theoretical-practical gap: circularity remains incipient and abstract in the daily routines of the FPA. The primary obstacle is the asymmetry between the normative/strategic profiles, who create the rules, and the operational/executing profiles, who apply them. The frontline manager deems the Life Cycle Analysis (LCA) overly complex, and the major cultural and operational challenge is the fear of accountability to control bodies. This apprehension leads operators to retreat to the lowest-price culture and the practice of copying and pasting existing artefacts, resulting in an institutionalisation that fulfils formality without altering the technical core of the procurement. Despite the barriers, the study identified practical advances, such as servitization, the shift from asset acquisition to solution contracting, the transfer of end-of-life responsibility to the supplier, and limited practices in reverse logistics and internal reuse. As a contribution, the thesis suggests that the success of this public policy depends on the State's ability to bridge the gap between norm and execution, translating the normative rigour into simple and explicit operational tools and promoting robust, practice-focused training to provide legal certainty to the public agent
