Abstract: Climate change constitutes a complex challenge that mobilizes multiple actors across different levels of governance. In this context, initiatives led by local governments have multiplied. Although often highlighted as relevant, the implementation of local initiatives still presents gaps and faces obstacles. This study analyzes the agenda-setting and implementation processes of the Municipal Climate Policy (PMMC) of Brasil Novo (PA), a small municipality which approved its climate policy in 2016 as a pioneer within the state of Pará. The research adopts a qualitative approach based on interviews with key actors and document analysis, based on the frameworks of multilevel climate governance, the Multiple Streams Framework, and a specific framework for the implementation of local climate policies. The results indicate that Brasil Novo approved its PMMC in a context characterized by limited external requirements or incentives for the adoption of municipal climate policies in Brazil. The approval of the PMMC resulted from a “spillover” of a policy window of opportunity linked to anti-deforestation policies, particularly within the context of the PPCDAm and the Green Municipalities Program (PMV). In this process, the role of a policy entrepreneur was central, mobilizing the climate agenda through previously established institutional instruments and institutional spaces. However, the approval of the legislation was not sufficient to ensure its implementation, and some of the same elements that enabled climate change to enter the local agenda were later associated with its dismantling. Dependence on individual leadership, weak state capacities, and low political and social mobilization around the climate agenda hindered the policy’s continuity after changes in municipal government. The case of Brasil Novo highlights both the possibilities for developing climate policies in contexts marked by resistance to environmental agendas and limited technical-administrative capacity, as well as the challenges of consolidating such policies under these same conditions.
