Abstract:	In 2019, a severe oil spill struck the Brazilian coast, negatively impacting the fauna, flora, and human populations that rely on marine resources for their subsistence. The disaster affected municipalities across all nine states of the Northeast region, as well as Rio de Janeiro and Espírito Santo. Several Nature Conservation Units are located within the impacted municipalities, notably Marine Extractive Reserves (RESEX). Within these Reserves, the predominant extractive activity is fishing; consequently, fishers hold seats on the Deliberative Councils responsible for guiding management actions within these units. These Councils serve as socio-state interfaces, facilitating closer engagement between the fishing community and government entities. The guiding research question is: What is the level of deliberative effectiveness regarding the inclusion of fishing community demands within Marine Extractive Reserves in oil-impacted municipalities? In this context, and drawing on the concept of deliberative effectiveness, this dissertation analyzes fisher participation in eight Federal Marine Extractive Reserves between 2019 and 2024: Cururupu (MA), Delta do Parnaíba (MA-PI), Batoque (CE), Prainha do Canto Verde (CE), Acaú-Goiana (PE-PB), Lagoa do Jequiá (AL), Corumbau (BA), and Canavieiras (BA). To this end, the study evaluates two dimensions regarding the fishing community: the institutional and the participatory. Results from the Institutional Dimension indicate that the attributes constituting deliberative effectiveness are present in the Internal Regulations to varying degrees. Regarding the Participatory Dimension, despite high attendance by fishers at meetings, effectiveness was compromised by a significant gap between the volume and nature of community demands and the actual decisions or actions resulting from them.
