| Abstract: | The object of this research is the militarized education model implemented in the Federal District under the designation of Shared Management, during the administrations of Governor Ibaneis Rocha (2019–2025), and its relationship with the challenges of the school context and with neofascist tendencies that reinforce the control, surveillance, and punishment of students from working-class backgrounds. The objective of this dissertation is to analyze the militarized education model implemented in the Federal District during the administrations of the Ibaneis Rocha government (2019–2025), considering the renewed expressions of the dependent educational pattern. The purpose of the study arises from the question of whether the Shared Management education model, established between the Secretariat of Public Security and the Secretariat of Education of the Federal District, has in fact contributed to reducing crime rates within schools and their surrounding territories and/or to improving the quality of public education in the Federal District, assessed primarily through IDEB results, as stated in the objectives of the Shared Management Education Project. The method guiding this investigation was historical critical-dialectical materialism, based on the following methodological procedures: 1) 1) A bibliographic survey on Brazilian education, emphasizing Brazilian social formation and Brazil's insertion into the world economy, considering the rise of the far right with neo-fascist tendencies, associated with the promotion of projects such as the militarization of public schools. For this purpose, articles published online in scientific journals were collected, based on Qualis Capes evaluation criteria, as well as dissertations and theses on the research topic with a time frame of 2019-2025; 2) Documentary research, analyzing the main documents produced during the Ibaneis Rocha governments on the Shared Management Project in the Federal District (2019-2025), highlighting Joint Ordinance No. 22, of October 28, 2020. As well as materials produced by teachers' unions, published online, reflecting on the class struggle and union resistance regarding the militarization of schools in Brazil. The main results of the research can be summarized as follows: 1) militarized education promotes the criminalization of youth in the peripheral territories of the Federal District; 2) the Shared-Management model reveals that, beyond the dichotomy between public and private schools, processes of differentiation germinate within public education based on class insertion; 3) the militarization of education is based on the articulation between ultra-neoliberal and ultra-conservative elements in order to achieve political-ideological control over the descendants of the working class; 4) it was found that militarization did not reduce the rates of violence in schools and in vulnerable territories; and 5) predominantly there was no improvement in the IDEB (Basic Education Development Index) results of Shared-Management schools in the Federal District. |
