Abstract:	This dissertation investigates the budgetary and financial dynamics of the Fundo de Amparo ao Trabalhador (FAT) between 2014 and 2024, aiming to understand how its institutional configuration conditions its capacity to simultaneously finance social protection policies and economic development. The analysis is grounded in the category of the public fund, examined through the lens of the critique of political economy, in order to apprehend its structural role within Brazilian dependent capitalism. The study historically reconstructs the formation of the Brazilian labor market and the trajectory of employment policies, highlighting the “hypertardy” creation of unemployment insurance and the establishment of FAT as a milestone in state intervention in labor issues. Empirically, it examines the evolution of revenues and expenditures, its relationship with the Banco Nacional de Desenvolvimento Econômico e Social (BNDES), the composition of its assets, and the impacts of recent reforms on its financing base. The findings indicate that, particularly after the 2014/2015 crisis, FAT increasingly operated under fiscal pressure and functioned as an instrument of fiscal accommodation, affecting its social role. Its revenue is highly dependent on formal employment dynamics, while expenditures are pressured during periods of labor market deterioration, demonstrating strong sensitivity to economic cycles. The dissertation concludes that FAT embodies a dual nature—protection and development—whose realization occurs under structural tensions inherent to dependent and financialized capitalism, revealing the limits and contradictions of the public fund in sustaining employment policy in contemporary Brazil.
