Abstract: The recurrent events with detrimental economic effects at the beginning of the 21st century have fostered interest in understanding what influences regional resilience, as well as raising questions about theoretical relationships that are taken for granted. In this context, this thesis aims to assess innovation (ex-ante and in reaction to a shock) in the regional resilience process. Four sequential and interdependent studies were carried out to this goal. The first study reviewed empirical articles indexed by the Scopus and Web of Science databases and performed a content and multiple correspondence analysis. As a result, the innovation variables in the literature on regional resilience were highlighted, and two research profiles were found. One has focused particularly on pre-shock levels of innovation as potential predictors of regional resilience, while the other has focused on adaptive capacity based on the actions and interactions of organizations and individuals. The second study used logistic regression with selected socio-economic indicators to assess if proxies for innovation or the ability to innovate are able to predict the regional resilience of Brazil’s 101 most populous cities facing adverse economic effects of the COVID-19 pandemic. However, the findings did not make it possible to support the positive hypothesis formulated. The thesis then focused on the mechanisms triggered by this shock. The third study is a pilot carried out in the footwear cluster of São João Batista (in Santa Catarina state), based on interviews with several regional actors, which also provided secondary data to contextualize the case. A content analysis with categorical saturation supported the evidence presented. The findings show that workers, outsourced companies carrying out production activities, and small companies were the ones most affected. Faced with the temporary suspension of the activities of shopkeepers downstream of the chain, different and complementary types of innovation processes emerged in the cluster in order to enable sales to final customers. Therefore, by conceiving innovation as an adaptability mechanism, this study indicated the relationship of this dimension of regional resilience to economic resistance and recovery. Based on this pilot, the fourth study compared the cases of the footwear clusters of Franca (in São Paulo state) and Campina Grande (in Paraíba state) with data derived from interviews and documents. Here, one applied a triangular method of qualitative and quantitative content analysis. The corpus analyzed emphasized common reactions of retrenchment and maintenance of the status quo, as well as greater asymmetry between the cases concerning the types of innovation that emerged in response to the COVID-19 shock, given the opportunity spaces explored. These results point to territorial and portfolio effects in the relationship between innovation and regional resilience. Thus, as a result of the series of studies carried out, it is argued that the level of pre-shock innovation is an indicator of an “immune system,” but insufficient to predict the resilience of regions; in the face of a shock, innovations are an adaptability mechanism, with this dimension of regional resilience influencing others. In addition to supporting the suggested statement, regarded in isolation, the studies also present other contributions to the knowledge advancement in the area. In addition, this thesis provides managerial and public policy recommendations to guide the search for more resilient regions.
