Abstract:	This dissertation seeks to discuss the inter-municipal public consortium as a means to contribute to the confrontation of common problems of municipalities and the production of integrated solutions for the management of public basic education. For this, it considered the perspective on the federative issue and the regional articulation between municipalities, having as a guide the Law 11.107/2005, which deals with public consortia. It was guided by the qualitative approach and opted for document analysis and the application of a questionnaire with the consortium municipalities on issues that deal with the experience of associated management of public services that has been experienced by the participating municipalities of the Intermunicipal Consortium of Education and Teaching of Paraná (Ciedepar). Based on their answers, semi-structured interviews were carried out with consortium managers and municipal managers responsible for education. We sought to discuss the institutional design and objectives of Ciedepar, which instituted actions that started the consortium to offer technical support to municipalities in the state of Paraná. The expectation expressed by the consortium and analyzed here is the improvement of education management together with the municipalities, acting in the articulation of integrated policies. On the other hand, the purpose pursued by him is guided by the achievement of goals related to learning and the attendance of education in the consortium municipalities. Concomitant to this, the proposed objective is to carry out integrated educational policies, which aim to improve the educational quality of the consortium municipalities and which would be carried out jointly with the municipalities. And regarding the institutional design, the novelty extends to the field of educational federalism, designating a network for the implementation of public policies, which are organized by means of an inter-municipal instance, which needs, to some extent, the abdication of a certain degree of autonomy on the part of the federated entities for a better articulation of their actions.
