Abstract:	This thesis presents a comparative reflection on the multicultural public policies developed in Brazil and in México. The objective of this work is to contribute to the debate on the management of multicultural policies, particularly in the Latin American context, with the example of two institutional programs in México and Brazil: Programa de Atención a la Población Indígena de la Zona Metropolitana de la Ciudad de México (Program to assist the indigenous population of the metropolitan area of México City), launched by the Instituto Nacional Indigenista (Indigenous National Institute), México, aimed at the urban indigenous population in México City; and Diversidade na Universidade (Diversity at the University), program launched by the Brazilian Ministry of Education, aimed at the African Brazilian population, especially the urban population. The approach of the question of multiculturalism through the analysis of both programs enables to show how multicultural policies are incorporated and built at the national levei by each country, as well as demonstrate their contradictions, impacts and limitations. The focus of this work is based on the debate of multiculturalism as a political possibility, that is, on the observation of its institutionalization process and consequently, ofthe possibilities and difficulties that encompass its execution. In spite ofthe great differences existing in the Mexican indigenous context and the African Brazilian context, both México and Brazil must face national and international pressure to elaborate their multicultural policies, either by the Mexican indigenous autonomies or by the affirmative action for the African Brazilian population. Nevertheless, its implementation is very difficult due to the lack of effective commitment on behalf ofthe govemments and to the complexity ofthe constitution of the indigenous and African identities in Latin América. This work emphasizes the little change in the social conditions ofAfrican Brazilian and indigenous populations after the implementation ofthese policies. It also focuses the negative impacts these policies may cause both in the constitution of ethnic identity, and in the integration of African and indigenous people with the other members of their respective societies, which, in its tum, demonstrates the limited scope ofmulticultural policies in that context. In addition, this work shows the symbolic importance of the adoption ofthese policies for the involved populations. As a consequence, there is a positive perception of these policies in the consideration ofthe African and indigenous questions, which gains a better national visibility, as well as a positive influence in the representation of African and indigenous people who now value their identity. Both effects are usefiil in the fight against discrimination and racism.
