Abstract:	This work aimed to contribute with the identification, using a ranking of relative technical efficiency, between the Federal and Regional Nursing Councils of Brazil, those which stand out the most in terms of access to information through their internet portals, identifying the benchmarks, supporting decision making, improvements in existing tools, grant greater social control over public spending in these federal autarchies, and reduce information asymmetry. To this end, given the great difficulty in finding structured data on the portals of the Councils under analysis, an instrument for data collection and assessment was developed, inspired by the form prepared by ENCCLA (National Strategy to Combat Corruption and Money Laundering), with the purpose of to assess active and passive transparency. To reach the results of this work, the mentioned instrument was applied, the data were cataloged and served as a basis for the application of the data envelopment analysis (DEA) technique. This technique allows, from input and output variables, to obtain the efficiency scores of a collection of units (the most efficient) located on the edge of efficiency and compare the other units with this limit and identify their peer's benchmarks. The weights of inputs and outputs, through mathematical programming, are intrinsically determined by the model, reducing any subjective interpretation. This method stands out for being computationally simple in creating a set of best practices, based on the comparison of pairs within a sample, furthermore, the advantage of being able to be implemented without much knowledge of how it is the algebraic correlation between inputs and outputs, which facilitates the expansion of it is used by decision-makers in the public sphere. There are free and open-sources softwares, such as those used in this work, which is a facilitator for it is used in the public sphere. In the efficiency analysis, the BCC model (Charnes, Cooper, and Rhodes) was used, with variable returns of scale (VRS), with an orientation to the product (output). The results, in line with the evidence found, showed a low level of efficiency regarded to the units evaluated. It was observed, however, that the minority of units which was used in systems to provide access to distinct information from the others, performed better in the analysis results. Finally, the results do not support the hypothesis that units evaluated, for the most part, used resources efficiently to increase the promotion in the access of information.
