| Abstract: | The general objective of this thesis was to identify how Mixed-Capital Joint Stock Companies (MCJSC) in Brazil deal with the potentially conflicting interests of their public and private owner stakeholders and under which conditions it may be possible to balance these interests. MCJSC constitute a subgroup of State-Owned Enterprises (SOE) that have both public and private capital and are controlled by the Government. This study, cross- sectional with a longitudinal perspective, is qualitative, exploratory and descriptive in nature. The research strategy used was the multiple-case study, with crisp-set Qualitative Comparative Analysis (csQCA). The theoretical framework developed utilized concepts from stakeholder, institutional, agency and stewardship theories. Five MCJSC companies were selected for study: Bank of Brazil (BB), Brazilian Urban Train Company (CBTU), Eletrobras, Nuclear Industries of Brazil (INB) and Petrobras. Two cycles of data collection and analysis were carried out. During the first iteration, 29 interviews were carried out, and 183 articles were selected from specialized print media. These interviews were transcribed and the entire corpus was coded using Nvivo 11 software and the categories context, process and content from Pettigrew's (1985) analytical model. Based on this material, 10 cases were identified for comparison using csQCA: the FIES program, acquisition of the Postal Bank and the agricultural credit program (Bank of Brazil); control of ticket prices for urban train transportation (CBTU); adherence to the provisions of Provisional Measure 579 and the federalization of state distributors of electric energy (Eletrobras); the export of enriched uranium (INB); and the control of fuel prices, the public offer of shares in BR Distribuidora and the adoption of floating prices for the sale of fuel (Petrobras). Data were again collected from the specialized print media, with the selection and coding of an additional 81 articles. From the codes generated in this process, six variables were identified for comparison. These were given binary values representing the presence or absence of each variable in each case. Data were then entered into Tosmana software for analysis using the csQCA method. This step of analysis using Tosmana software was validated utilizing the RQDA module of R software. Of the ten cases analyzed, four were considered as at least minimally successful in balancing the interests of the public and private owner stakeholders. The results of the comparison, in the form of a formula made up of the variables necessary for at least minimal satisfaction of the public-private interests in the cases compared, were interpreted taking into consideration the theories of the theoretical framework. The formula was judged satisfactory because it explained all the cases compared, with no contradictions in the truth-table constructed for the analysis and because of its fit with the theories used. On the basis of this formula, ten propositions were developed which can be tested in future studies. It was concluded that balancing public and private interests in SEM depends on a set of factors, which cannot be considered in isolation from each other. The new knowledge produced in this thesis may contribute to refining the theories used in the study, as well as to the management of MCJSC. |
