| Abstract: | Investment in education is a defining feature of developed nations. However, the history of professional education in Brazil reveals the neglect of public policies towards the preparation of the worker. Aimed at meeting the interests of the rationalism of the modes of production, it omitted the knowledge necessary for the emancipation of the worker and his participation in the processes of creation and idealization in the workplace, reproducing the dualist character existing in Brazilian education. Over the years, actions and plans for the professional area were elaborated but unsuccessful, revealing an absence of consistent public policies of Professional Education. As of 2004, in a time of economic growth, new demands in the labor market began to emerge. Vocational and technological education began to consolidate as a strategic effort of the Ministry of Education (MEC) aimed at changes in the world of work and several actions were initiated. In early 2011, a bill was passed to the National Congress by President Dilma Rousseff that would create the National Program for Access to Technical Education and Employment, known as PRONATEC. The bill went through Congress quickly, involving various stakeholders and interests. There was great political support and funding for its rapid expansion, which generated several rumors about the formulation of the program leading to reflections on the articulations through which it passed and the climate it experienced. Considering that a public policy is an elaborated guideline to face a public problem and it involves and it is constituted from the articulation of several actors, it is assumed that elements capable of shaping the identity, power and action of the actors, exert influence over their results. Considering that the field of research in educational policies in Brazil is little consolidated in terms of consistent analytical references and studies that address the trajectory of educational programs, this research sought to fill this gap by analyzing the role of the actors involved, the influence of the rules, the existing relations, observing the education as public policy, mainly the professional education, as well as to fill the gap on studies that address the importance of the formal and informal rules in the process of public policies. From this context it was proposed as an objective for the research, to verify to what extent the formal and informal rules influence the action of the actors in the process of formulating the National Program of Access to Technical Education and Employment, PRONATEC. The present research used five data sources, namely: scientific articles; official documents; journalistic documents; documents derived from interview transcripts and shorthand notes. The criteria used to ensure the validity and reliability of this research are inscribed in a methodology called triangulation. For the conduction of the research, the literature on the process of policy formulation, the approach of the neo-constitutionalist theories and the theory of the stakeholders was resumed. Among the results of the research, it was verified that the uncertainty in the decision making process was due to the lack of well defined rules that guide the behavior of the actors and that the formal and informal rules influence the action of the actors in the measure that guided the actions of the same and reduced the uncertainty of the decision-making.This work contributed to the effort that has been made in the academic area to open a new path of studies in public policies, that is taking into account in the analysis of public policies, the influence of the formal and informal rules, as well as taking into account the trajectory of events. It also analyzed the question of ambiguity and uncertainty in public policy, enabling future research. |
