| Abstract: | The increasing large-scale use of pesticides on crops in Brazil has been the subject of numerous scientific researches on the theme involving environmental pollution, food safety and human health. This study conducted an unprecedented integrative systematic content analysis review of the data regarding the toxicology of pesticides generated by private laboratories, in contrast to the data generated by public institutions and independent researchers. The software N VIVO version 9.0 was used as a support for the interpretationof the rich material collected, in the systematization by categories of the terms obtained from: the database established by IBAMA resulting from the commercial release of the active ingredients (AI) of chemical pesticides; the website capes.periódicos, a data base of scientific papers; and the US Environmental Protection Agency (US EPA). All these sources are unrestricted accessible on the internet. This study aimed to describe the nature of the bioethical conflicts as a result of the conflicting data generated out ofthe pesticides regulatory processesin Brazil, linked to the economic power of the chemical and pharmaceutical industries, revealing the responsibility of the State to adopt a regulatory science for the registration and release of toxicproducts, consideringtheir consequences on the environment and the human health. Intervention Bioethicsand its “4 Ps” (caution , protection, prevention and prudence) was used astheoretical and political toolfor discussing the contradictions resulting from the regulatory science versus the traditional institutional-independent science (related to the chemical contamination and food safety resulting from the widespread use of pesticides on crops), to elicit a critical reflection on the loss of biodiversity and human health as fundamental rights; assumptions contained in the scope of the Universal Declaration on Bioethics and Human Rights (DUBDH, 2005). Of the 574 articles surveyed, 158 treated fungicides (28%), 178 herbicides (31%) and 238 insecticides (41%), of which 545 were public institutions (95%) and 29 were private institutions (5%). The toxic effects were divided into cancer (198; 34%), mutations (225; 39%) and teratogenesis (151; 26%). Our results have shown that articles from public institutions are more likely to have positive results (84%), in detriment of the percentage of 21%, depending on the positive results of articles from private institutions. We conclude that this work opens the way to a convinced consideration of the theme backed by the Precautionary Principle with a paradigm established in environmental (bio) ethics, involving categories related to biodiversity protection, future generations, vulnerability and autonomy emphasizing ethics when doing science. |
