Abstract:	This research has as theme the political and pedagogical thought of Anísio Teixeira for the educational planning. Regarding educational planning, little is said about one of the great works of Anísio Teixeira: the 1st National Plan of Education, PNE 1963-1970, which justifies the choice of the object. Assuming as method of analysis the reference of the Policies Cycle, the intention of the work is to characterize the context that influenced the conception of public education coined by the Bahian educator, and that led to the formulation of PNE 1963-1970. For analysis, besides the texts of Anísio Teixeira, academic studies, legislation, documents of the Getúlio Vargas Foundation Collection, the Anísio Teixeira Virtual Library, the management of Darcy Ribeiro in the Ministry of Education, and bibliographical references were selected to establish the connections between The trajectory of Anisian thought and a historical context in which concept (theory) and reality in movement (practice) are unified. We use as primary sources documents from the archives of the Getúlio Vargas Foundation, the and refering to the National Education Plan. Darcy Ribeiro Memorial. Once completed, the research revealed that in the period under review the conception of educational planning was defended as an instrument of technocratic rationality, without the participation of society in the process. At this time, international agencies directly influenced the definition of goals regarding education and streamlined planning. At the same time, through the intervention of Anísio Teixeira, the agenda of educational planning for that period received fundamental values of conception of man, society and education, ratifying the realization of the right to education as a state responsibility in the social field. Additionally, the quantitative targets for the Plan were adapted to the Brazilian reality. Finally, it should be noted that the PNE 1963-1970 is a historical document, which summarizes the battles of Anísio Teixeira for a democratic, efficient and liberating education of prejudices.
