Abstract:	The formulation agenda-setting policy of transport is characterized by many variables that interfere with the inclusion of viable transport projects in the agenda-seting. Public transport policies are involved in a complex network of actors, ideas, institutions and interests that are interrelated for their production and implementation. So, this study proposes to develop a conceptual model to analyze the influence of stakeholders in transport projects, based on the Dynamics of Systems, allowing the systemic vision of the formulation of an agenda-setting of public policies in transportation integrated to the process of influence of stakeholders. For the model's lack of understanding, the identification of the stakeholders that participate directly and indirectly, as well as the influence strategies for the formulation of the agenda were carried out. The identification of the attributes (Power, Legitimacy and Urgency) present in the stakeholders, as well as their measurement through the index of preponderance, enabled the classification of stakeholders. The proposed model allows the identification of the influence of the stakeholders throughout the process of forming an agenda-setting, through subsystems that are fed back, allowing the various interactions in the process. Two types of diagrams were developed, based on the approach known as System Dynamics - Influence Diagrams and Flow and Stock Diagrams - and based on specialized tests for System Dynamics, the proposed model was validated. The reference demand as well as the lack of demand for influence makes it possible to gain control over the influence exerted during the process of agenda-setting formation. The product, as a result of the application of the proposed method, through a scenario projection allowed to identify the influence index in both a favorable and unfavorable scenario, and in the favorable scenario the oscillations occur constantly during the agenda-setting formation, with peaks in the periods considered essential for approval of an agenda-setting. In the case of the unfavorable scenario for the inclusion of transport projects in the agenda-setting one perceives a stability of the influence in the process.
