| Abstract: | This thesis deals with aspects related to the institutionalization of practices and monitoring and evaluation processes within the NHS management, adopting as a forum for discussion regarding the Inter from 2007 to 2010. Its overall objective, to analyze the process of institutionalization of practices monitoring and evaluation within the state and municipal management of SUS in the period 2007-2010, with emphasis on the responsibilities assumed by managers within the interdefederativa relationship to identify, in the perception of state and municipal managers about the importance of institutionalization of practices and monitoring processes and evaluation and understanding of the challenges and prospects of institutionalization of evaluation practices within the NHS management. It is an evaluative research-operational nature, whose main perspective view of the process. Held - if brief review of the literature on monitoring and evaluation in health in order to describe and discuss the issue within the NHS management. The survey was conducted in 24 state departments and 89 municipal population with less than 50,000 inhabitants, with the application of semi-structured questionnaires to managers. It was also conducted a focus group with seven technicians from state departments surveyed. The survey results were structured in four articles to know: The NHS management and monitoring and evaluation practices: Possibilities and challenges to building a strategic agenda; Practices and process monitoring and evaluation of government management in the SUS: An approach to the perception of State Management of Health; Possibilities and limits of monitoring and evaluation practices in the management in municipalities above 50 thousand inhabitants and the Institutionalization of monitoring processes and practices and evaluation of SUS Management: Challenges and Prospects. In presenting two search results, it is evident that the object under study, in the speech of managers is influenced by processes that are linked through a web of actions and forged projects under the umbrella of a considerable body of produced in different cycles standards of NHS management, strongly interfering with the structure of an essential strategic agenda for building spaces / discussion channels and conducive dialogue establishing an integrated approach with regard to aspects / NHS management dimensions, and its correlation with practices and processes of the Monitoring and Evaluation. The results point to an incipient process, but in frank evolution, an investment is needed in the improvement and qualification of management teams, developing methods and methodology for monitoring and evaluation of the management, the development of targeted systems and instruments for improvement of work processes and consequent decision-making and technical and financial investment in tripartite bringing perpetuity course the institutionalization of practices and process monitoring and examination within the NHS management. |
