Abstract:	The permanent in-service training has been provided by the Ministry of Health as a strategy for joint actions, knowledge and practices for an integrated, resolute and humanized care that meets the needs of the psychosocial model of care to the problems associated with drug abuse. The psychosocial model of harm reduction and social inclusion should be developed by the professionals of the Psychosocial Care Center Alcohol and Drugs (CAPS AD), and that new skills and abilities are needed, in addition to investment in lifelong learning in service to professionals in these services for the development of practical and effective therapeutic strategies for the user and for the consolidation of the psychosocial model. The overall objective was to describe and analyze, from different methodological strategies, guidelines of government policy on vocational training in health, psychosocial model in the drug field and the characterization of CAPS AD comparing the reality of these services, practices and strategies therapeutic occurred, treatment itineraries of users and the demands of learning professionals with quality standards and compliance indicators of psychosocial services to the model contained in policies. We used the descriptive exploratory mixed method, with several qualitative and quantitative strategies in two parts, the theoretical first with the study of literature and national and international government documents and the second empirical conducted in three CAPS AD, two in the Federal District and one in São Paulo, in which was analyzed the administrative arrangements for the services, records of users and interviewed professionals. The data collected were analyzed using spreadsheets categories, and Bardin's content analysis. The model of care guidelines for the problem of drugs, built by models in global mental health and international pacts, are not producing the desired effects on the reality of services. There is improvement in infrastructure demands adapting them to the characteristics of care and therapeutic activities and investments in education, continuous and permanent, which allows the stimulation of learning new skills and abilities of professionals who make efective the psychosocial model and consolidate political policy.
